Thales Defense & Security, Inc. seeks an experienced Senior Program Manager supporting our DRT line of SIGINT/ Electronic Warefare products.  This position reports directly to the VP of Program Management.

Responsibilities

  • Program management of Government, Prime Contractor, and/or Internal Research & Development programs with durations from several months up to multi-year efforts. Responsible for budget, schedule, and technical performance, to include monitoring, controlling and reporting status of assigned programs, including cost, schedule and technical performance.
  • Conduct project planning activities during all phases of the program.
  • Track program/project against its schedule and budget, and against phase review objectives.
  • Collaborate with business leads, project leads, and engineering management to resolve program issues, coordinating resources, and managing design activities.
  • Build on and strengthen relationship with US Army, including PEO IEW&S, C5ISR and other relevant groups.
  • Lead and/or support product development reviews, project planning, proposal and bid generation, and product requirements generation.
  • Review, analyze, and interpret the technical and programmatic requirements contained in requests for proposal (RFP), requests for quotation (RFQ), requests for information (RFI), information for bid (IFB), etc., to generate material used in preparation of formal responses.
  • Identifies opportunities to maximize revenue and assesses risk areas while supporting development of mitigation and recovery plans with least impact to business and customer objectives.
  • Work with customers to negotiate contracts, change orders, program issues, and to identify opportunities for new funded project scope.
  • Participates in periodic forecasting exercises, and annual budgeting process as required.

Qualifications

  • U.S. Citizenship Required, along with the ability to obtain and maintain U.S. Top Secret or SCI Level Security Clearance upon hire (current TS/SCI preferred).
  • Bachelor’s Degree in a technical or business-related discipline. PMP certification preferred.
  • 4-8 years+ of Program Management Experience in Government contracting.
  • 5+ years hands on engineering or other relevant experience in a technical role.
    • Experience with software defined radio, SIGINT and/or electronic warfare products highly preferred. 
  • Experience with Earned Value Management System or similar project performance tracking methods (to include schedule and cost baseline development).
  • Experience leading cross functional teams of 10 or more people.
  • Ability to work in a team environment and interact with employees in all departments and functions.
  • Proficiency in Microsoft Project or equivalent.
  • Excellent communication and relationship building skills with an ability to negotiate and work with a variety of internal and external stakeholders.
  • Excellent written and oral communication skills with experience presenting to senior leaders and customers.
  • Strong bid/proposal management skills. Adapt bids across multiple design/build prime and subcontract structures.
  • Familiarity working with ITAR preferred.
  • Ability to comply with all Company guidelines, policies, procedures and embrace Company Core Values.  
  • Ability to travel 20% of the time domestically and internationally.

 

The annualized pay range for this role is $150,300-192,050 USD along with a target incentive compensation plan (ICP) of 10%. The pay range provided is a good faith estimate representative of the experience level for the role described above.  TDSI considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
