Title: Program Analyst

 

Position Summary: Develop plans, schedules and budgets to meet contractual requirements for a program or several portions of a very large program.  May assist with the negotiation and administration of agreements between the company/customers/subcontractors/vendors ensuring adherence to company policies and procedures.

Responsibilities

Duties and Responsibilities:

  • Develop plans, schedules and budgets to meet contractual requirements for a program or several portions of a very large program
  • Establish complex program plans and conduct in-depth research to define program requirements
  • Interface with all levels of the customer, vendors and internal departments to coordinate deliverables, budgets and schedules
  • Assist in developing new methods for tracking and reporting program status statistics
  • Make recommendations to management on changes as appropriate
  • Assist with proposals efforts
  • Support, communicate, reinforce and defend the mission, values and culture of the organization
  • Work with Contract Lead to administer and monitor contract performance on government contracts
  • Provide support for the negotiation and administration of agreements between the company/customers/subcontractors/vendors ensuring adherence to company policies and procedures
  • Respond to standard inquiries regarding contract obligations and revisions
  • Assist/support fulfillment of contract deliverables, billings and cash collections
  • Assist in proposal preparation for customer requirements
  • Prepare standard price proposals
  • Participate in TINA implementation/sweeps under Contract Lead direction
  • Monitor contract performance and cost controls and ensure compliance with contract terms
  • Participate in management review of proposals/contracts and in the conduct of program reviews

 

Qualifications

Basic Qualifications:

  • U.S. Citizenship required. Applicants selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.
  • Bachelor’s degree and related technical training with some related experience (or equivalent combination of education/training and experience)
  • 2+ years of relevant experience required
  • Basic knowledge of government contract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, close-out and records retention
  • Knowledge and understanding of proper drafting, negotiation and use of contracts, subcontracts, POs teaming and other forms of agreements
  • Basic understanding of contract/agreement briefings, negotiation and review
  • Basic knowledge of monitoring contracts/subcontracts
  • General computer proficiency and familiarity with Microsoft Office programs
  • Excellent verbal and written communication skills

Physical Requirements:

  • Lifting up to 20 lbs up to 25% of time
  • Walking: up to 25% of time
  • Climbing, Bending, Standing, Stooping: up to 10% of time
  • Sitting: up to 75% of time
  • Travel: up to 5% of time

This position requires the ability to travel to various locations (up to 5% of time).
