Thales Defense & Security, Inc. is currently seeking a Senior Buyer / Acquisition Program Manager to work for the Air Traffic Management (ATM) business in Overland Park, Kansas. This position reports to the Operations Director.

 

The role of Acquisition Program Manager will be to work closely with other Program execution and operational functions as necessary, manage all purchasing aspects Bid and Program work packages, to ensure procurements are executed in accordance with technical, program, cost and performance (quality and delivery) requirements.

Responsibilities

  • Represent Purchasing as an integral part of the bid or Program team.
  • Coordinate between Bid/Program and Purchasing when the involvement of several commodities is required
  • Coordinate with the global business line for sourcing aggregation and alignment on supply base standards
  • Work with the bid team to ascertain the needs, competitiveness objectives and target costs.
  • Confirm tailoring and Purchase vet planning (Standard Thales sourcing process)
  • Manage US suppliers and supply chain for US products.
  • Place procurements for ATM U.S. Materials to suppliers and Sub-Contractors.
  • Place procurements for material needed for Engineering development
  • Place procurements for support material needed in Manufacturing, repair, shipping and receiving
  • Working with the planning functions ensure that orders are placed to meet program delivery schedules.
  • Working closely with other functions as necessary, manage all purchasing aspects of delegated Bid and Program work packages, to ensure packages are executed in accordance with technical, program, cost and performance (quality and delivery) requirements.
  • Manage procurement risks and opportunities and bid and Program level.
  • Monitor for component obsolescence conditions and arrange for lifetime buys as necessary.
  • Support the commercial and contractual tasks as required, including negotiation and agreement of Framework Agreements, Purchase Contracts, Statements of Work, Non-disclosure Agreements etc.
  • Ensure effectiveness by employing suitable reporting, tracking and performance management tools and techniques and represent Purchasing at Program reviews
  • Accountable for all program related procurement budgets from beginning to end
  • Ensure relevant governance is complied with, including Delegation of Authority, Acquisition Log process and Purchase Order approval per Thales processes
  • Co-ordinate the activity of the family buyer teams in support of the bid or Program to ensure timely responses.
  • Record and report savings in accordance with established guidelines.
  • Contribute to the Make /Buy process.
  • Validate target costs per work package.
  • Facilitate early engagement of family buyers and suppliers in bids and Programs, as appropriate.
  • Ensure work packages are executed achieving favorable conditions and consistency with technical, program, cost and performance (quality and delivery) requirements
  • Engage and communicate efficiently with internal customers and other functions as necessary in executing work packages.
  • Maintain an ethical approach to tasks and relationships in accordance with relevant Thales policies
  • Support the placement and processing of purchase orders as needed

Qualifications

  • US Citizenship or US Residency Required
  • Bachelor’s Degree in business, supply chain, engineering, or marketing
  • Experience of working in a major bid/Program environment preferred
  • Experience of working in a multi-disciplined team environment required
  • Experience in Navigation Equipment preferred
  • Expeience with e-commerce tools preferred
  • 6 years+ experience within Procurement, Sales, Engineering and/or Program Management required.
  • Manufacture sub-contract program/Program management experience
  • Experience in Contract law and management preferred
  • Analytical skills
  • Technical and commercial Purchasing knowledge
  • Commercially astute with advanced negotiation skills and experience
  • Experience with MicroSoft Office suite required
  • Experience with ERP systems (PeopleSoft, SAP) preferred
  • Well-developed organizational skills
  • Occasional travel may be required.
  • Excellent verbal and written communications – Fluent in English
