We are currently seeking a Contracts Manager to work for the Air Traffic Management (ATM) business. This position reports to the Director of Business Contracts.  The location of this position could be out of Arlington VA or Overland Park Kansas.


The Contracts Manager will have demonstrated competence in FAA, DOD & Federal Government, commercial contracting, and international contracting with strong knowledge and experience with Federal Aviation Administration (FAA), Federal Acquisitions Regulations (FAR) and Defense Federal Acquisitions Regulations (DFAR).



  • Draft and negotiate Teaming Agreements, Non-Disclosure Agreements, Consultant/Agent Agreements
  • Review complex solicitations and prepare proposal including development of pricing strategy, Reps/Certs, Intellectual Property Assertions, etc.
  • Analyze and negotiate unique contract requirements, terms and conditions and special provisions to ensure compliance with the regulations and corporate objectives
  • Administer both advanced contracts and General Services Administration contracts and associated purchase orders
  • Advise senior management on contractual rights and commitments and provide interpretation and guidance on contract terms and conditions
  • Provide assistance in developing Subcontract Administration policies and procedures. Perform subcontract negotiation, administration and request for proposals.
  • Ensure compliance with contractual requirements within the business team and provide guidance on contractual issues
  • Coordinate with Program Managers to ensure contract requirements (CDRLs, adherence to SOW) are fulfilled
  • Knowledge and experience with ITAR, Export Requirements, TAA and International contract.
  • Manage complex contracts and pricing schedules.
  • Manage the small business subcontract reporting.
  • Supports audits and reviews by outside agencies, when necessary.
  • Interpret company policy as it relates to procurement, contract management, and proposal development.
  • Issue purchase requests in support of subcontract activities and manages purchase orders.
  • Supports proposal and contract activities.
  • Draft, negotiate complex subcontract agreements and software licenses.
  • Coordinate with other functional teams for their requirements and placing orders in accordance with the same.

      • US Citizenship or US Residency Required
      • 7+ years of Contract administration experience
      • Bachelor’s Degree in business or technical field
      • In-depth knowledge and experience with FAA, FAR and DFAR
      • In depth knowledge and experience with ITAR, Export Requirements, TAA and International contracts desirable.

      • Air Traffic Management/FAA Industry experience
      • USG contracting, commercial contracting, and international contracting skills.
      • Certified Commercial Contracts Manager (CCCM) or Certified Federal Contracts Manager (CFCM) desirable
      • Independent judgment and analysis applied to resolution of contract issues
      • Ability to influence and negotiate effectively
      • Demonstrated ability to provide sound interpretation of, and application of, Government contracts and procurement regulations.
      • Excellent interpersonal skills to communicate and interact effectively, both internally with technical staff and management as well as external customers and suppliers
      • Ability to work in a fast pace, complex environment and effectively multi-task to meet deadlines
      • Proficient in Microsoft Office Suite of Software Applications; experience with PeopleSoft a plus
      • Travel up to 15% of time.
      • Excellent English verbal and written communication skills.
